The ideal viewing area is on or near the lagoon bridge @ Crissy Field. If the fog doesn't lift by 1 pm they will relocate the installation to Grizzly Peak in Berkeley, and it will be viewable ca. 4 pm from the grassy field/kite-flying area on the Berkeley Marina. Fingers crossed, and thanks for your interest!
